Mnangagwa Letter Over Tagwirei- A leaked letter allegedly addressed to President Emmerson Mnangagwa by a concerned ZANU PF official has sparked renewed tension within the ruling party, as accusations of corruption, factionalism, and constitutional violations swirl around the party’s Political Commissar, Cde Engelbert Rugeje Machacha.

The letter, dated 22 July 2025 and signed by one Cde Bvanzu Bvanzu, is addressed to President Mnangagwa in his capacity as ZANU PF First Secretary. In it, the author raises serious allegations against Cde Machacha, accusing him of undermining party unity, promoting unconstitutional decisions, and accepting personal gifts in exchange for political favours.

In the strongly worded communication, Cde Bvanzu accuses Cde Machacha of failing to uphold the founding values of the ruling party. He claims that Machacha has “brought the party into disrepute” by pushing for the controversial endorsement of businessman Kudakwashe Tagwirei as a ZANU PF leader by the Harare Province Management Committee—an endorsement the letter describes as procedurally flawed and potentially corrupt.

“Recently, Cde Machacha championed a flawed process to recommend Tagwirei by the Harare Province Management Committee without following due procedure. It is alleged that he received a Toyota Land Cruiser from Tagwirei, which raises serious questions about his integrity and motives,” reads part of the letter.The letter goes on to accuse the Political Commissar of not only accepting material inducements but of also allowing party structures to remain outdated and inactive.

“The party’s structures have exceeded their term, and nothing has been done to restructure administrative positions,” the letter notes. “As Political Commissar, Cde Machacha’s role is to unite the people, promote the party’s interests, and ensure that structures operate within the constitution. Instead, his actions have caused divisions.”

The suggestion that the party’s internal systems have not been updated, coupled with accusations of procedural breaches, has alarmed both rank-and-file members and senior figures who view institutional discipline as critical in an election-sensitive environment.

The author of the letter calls for immediate corrective measures, recommending that Cde Machacha be removed from his post and sent to the Herbert Chitepo School of Ideology for a six-month reorientation course—a disciplinary tradition in ZANU PF circles aimed at ideological correction.

“I strongly recommend that Cde Machacha be removed from his position as Political Commissar and spend six months at the Chitepo School of Ideology to reflect on his actions,” the letter says.

Additionally, the letter calls for the dissolution of the Harare Province Management Committee, accusing it of being compromised by alleged bribes and political manipulation.

“The Harare Province Management Committee appears to be compromised by bribes, and I recommend that the province be dissolved and an interim committee be established to run the party’s affairs,” Cde Bvanzu argues.

The letter appears to be part of a larger internal struggle over the future leadership of ZANU PF. Tagwirei, a powerful businessman with close ties to the Mnangagwa administration, has increasingly been viewed as a rising political figure—a prospect that has unsettled some within the party.

Recent efforts to position him within formal party structures have been met with resistance by other factions, who view his ascent as both undemocratic and destabilising.

Tagwirei himself recently broke his silence, describing those opposing his political rise as “profoundly ungrateful.” His remarks only deepened rifts within the party, with some interpreting his tone as defiant and overly ambitious.

As of now, neither Cde Machacha nor President Mnangagwa has publicly responded to the contents of the letter. ZANU PF’s information department has also not issued a statement regarding the allegations or the status of the Harare Province Management Committee.

Political analysts say the situation could escalate if the party leadership does not address the growing unease and perception of internal corruption.

“This letter points to a deeper crisis within ZANU PF,” said political commentator Dr. Rugare Chikomba. “It’s not just about Machacha or Tagwirei. It’s about a battle for control in the post- Mnangagwa era. The gloves are off.”

This latest development comes at a time when the party is under growing pressure to reform its internal systems and clean up its image amid national economic challenges and growing discontent from within its support base.

Whether the letter leads to disciplinary action or becomes another footnote in the party’s ongoing succession battles remains to be seen. But one thing is clear: the fight for Mnangagwa ZANU PF’s future is intensifying—and it’s now being fought in the open.
