President Emmerson Mnangagwa has pledged to tackle longstanding salary disparities within the Zimbabwe Defence Forces (ZDF), reaffirming his administration’s commitment to improving the welfare of military personnel. The pledge came during Defence Forces Day commemorations held in Harare, where the President highlighted ongoing initiatives aimed at boosting service conditions and modernising military infrastructure.
Speaking at the event, Mnangagwa said the Defence Forces Service Commission is actively working to rationalise pay differences between ranks, an effort that forms part of the delayed implementation of the Military Salary Concept.
“Government’s improvement of the conditions of service for members of the Zimbabwe Defence Forces is ongoing,” the President said. “The Defence Forces Service Commission is engaged in a process to rationalise the inter-rank salary differentials, in tandem with efforts to finalise implementation of the Military Salary Concept.”
The initiative is expected to bring long-overdue clarity and fairness to the compensation structure of the ZDF, addressing concerns that have persisted for years among service members across different ranks. By harmonising salaries, the government aims to boost morale, enhance retention, and ensure that military personnel feel valued for their service.
Mnangagwa also underscored the government’s commitment to upgrading military health and housing facilities. Work is underway to complete the ZDF Referral Hospital at Manyame Air Base, which will serve as a specialised medical facility for service members and their families. Additional health infrastructure across the country is also being improved to provide quality care and reduce the burden on existing military hospitals.
On the issue of accommodation, the President revealed that innovative financing models are being deployed to address the “perennial shortage” of institutional housing for ZDF personnel. These initiatives are expected to provide more staff housing, reducing the need for troops to seek accommodation in private markets and easing the financial strain on families.

In addition to housing, Mnangagwa announced the rollout of a phased transport programme designed to modernise ZDF mobility. The programme includes operational vehicles and buses to ferry troops efficiently to and from their postings. By improving transport infrastructure, the government seeks to enhance operational readiness and ensure that personnel can move safely and efficiently across the country.
Beyond welfare improvements, the President called on the ZDF to strengthen its capabilities in response to emerging threats, including economic instability, climate change, cyberattacks, pandemics, and terrorism. He emphasised that modern security challenges require a well-trained, adequately resourced, and highly motivated military force.
Mnangagwa also lauded the ZDF for its active involvement in civil operations, highlighting their critical roles in border control, anti-drug campaigns, disaster response, and food distribution. “The role of the ZDF in addressing climate change and disaster preparedness is worth commendation,” he said. “During the last rainy season, their involvement in search and rescue operations to assist flood victims brought speedy relief to affected communities.”
Reaffirming Zimbabwe’s stance on sovereignty and international cooperation, the President stated that the nation remains committed to defending its territorial integrity while contributing to regional and global peace initiatives through SADC, the African Union, and the United Nations.
“We will never sacrifice our legitimate rights, our peace, and our security. Our commitment to a peaceful international order anchored on equality of nations remains unshakeable,” Mnangagwa said.
The President’s address underscored a holistic approach to military development: combining personnel welfare, infrastructure improvement, and operational readiness. By addressing salary disparities, expanding healthcare and housing facilities, upgrading transport systems, and enhancing operational capabilities, the government aims to create a more effective, resilient, and professional Defence Force.
Analysts note that Mnangagwa’s focus on military welfare and capability development comes at a critical time, as Zimbabwe and the broader Southern African region face complex security, environmental, and economic challenges. Strengthening the ZDF is seen not only as a measure to secure the nation but also as a strategy to support civil society during emergencies and to contribute meaningfully to regional stability.
The President concluded his remarks by reiterating his government’s long-term vision: a Zimbabwe Defence Force that is well-compensated, well-equipped, and fully capable of defending the nation while actively participating in regional and international peace efforts. By linking personnel welfare with operational effectiveness, Mnangagwa’s administration signals that the ZDF remains a central pillar in the country’s national security and development agenda.
