
IN a clear demonstration of unity and organisational discipline, the ZANU PF Manicaland Provincial Coordinating Committee (PCC) has unanimously endorsed Presidential Advisor on Investment, Dr Paul Tungwarara, for co-option into the ruling party’s powerful Central Committee, signalling the province’s confidence in his leadership and political credentials.
The endorsement followed a formal nomination by the Chipinge District Coordinating Committee (DCC), which resolved that Dr Tungwarara should succeed Cde Dorothy Mabika, who vacated the Central Committee seat earlier this year. Cde Mabika, a seasoned party cadre from Chipinge, stepped down from the main wing to assume her new role as Manicaland Provincial Women’s League chairlady after being elected to the position.
Dr Tungwarara’s endorsement by the PCC was met with thunderous applause, reflecting widespread approval among party structures and grassroots members. The development underlined Manicaland’s determination to elevate hardworking, capable cadres who are seen as adding value to both the party and national development.
The PCC decision came after the province was advised to revisit an earlier recommendation made last week, following concerns raised by the ZANU PF National Commissariat Department over procedural compliance. The National Commissar, Cde Munyaradzi Machacha, issued a circular referencing guidance from the party’s Legal Affairs Department dated June 30, 2025, which clarified that any replacement to the Central Committee must originate from the same administrative district as the outgoing member.
Manicaland Throws Its Weight Behind Tungwarara for Central Committee
With Cde Mabika hailing from Chipinge, the directive made it mandatory that her successor also come from the district, effectively positioning Chipinge as the sole source of the nomination.
ZANU PF Manicaland provincial chairman, Cde Tawanda Mukodza, explained that upon receipt of the directive, the provincial leadership moved swiftly to ensure full compliance with party regulations.
“We made a recommendation last week on the Central Committee co-option, and afterwards we received a letter from the National Commissar, Cde Munyaradzi Machacha, on the nullification of the earlier co-option of Dr Tungwarara,” said Cde Mukodza.
“The circular stated clearly that the replacement should come from Chipinge District, and that Manicaland should conduct another PCC meeting in line with the cited guidelines. After receiving the directive, we wrote to Chipinge District, which promptly convened a meeting and responded by nominating Dr Tungwarara,” he added.
Cde Mukodza said the PCC meeting was then convened to verify the authenticity of the Chipinge DCC resolution and to give room for any objections, in keeping with the party’s internal democratic processes.
Central Committee members from Chipinge rose to reaffirm the nomination, insisting that it was genuine and reflective of the wishes of party members in the district.
“We fully support the co-option of Dr Tungwarara because we are convinced he hails from our district and that the recommendation truly represents the will of the people of Chipinge,” said Cde Winnie Mlambo.
Several party members echoed the sentiments, with Cde Isau Mupfumi and Cde Kerina Uta Chimuso formally seconding the motion. They highlighted Dr Tungwarara’s experience, energy, and capacity to contribute meaningfully to the party’s policy direction and developmental agenda, particularly in Manicaland Province.
Minister of State for Manicaland Provincial Affairs and Devolution, Advocate Misheck Mugadza, welcomed the PCC’s resolution and expressed gratitude to President Mnangagwa for fostering an environment that allows younger leaders to rise through the ranks.
“We want to thank His Excellency, President Mnangagwa, for creating an atmosphere where young turks can occupy influential positions and play a role in shaping the future of our country,” said Advocate Mugadza.
“We are saying congratulations to the Presidential Advisor because we are confident that our leadership at the top will accept the decision we have made as a province,” he added.
The PCC meeting concluded in a celebratory atmosphere, characterised by song, dance, and ululation, as members expressed their satisfaction with the outcome. The vibrant scenes underscored strong grassroots support for Dr Tungwarara’s co-option and reinforced Manicaland’s message of unity, discipline, and adherence to party processes.
With the provincial structures now aligned and procedural requirements met, Manicaland leaders said they were confident the recommendation would be endorsed by the party’s national leadership, paving the way for Dr Tungwarara to take up his place in the Central Committee.
