Mnangagwa Commends Cabinet for 2025 Achievements

PRESIDENT Emmerson Mnangagwa has hailed Cabinet proceedings in 2025 as both robust and responsive to the needs of Zimbabweans, emphasizing that government activities over the past year have been guided by accountability, performance evaluation, and citizen-centric policies.

Speaking at the final Cabinet meeting of the year, which was open to the media, President Mnangagwa encouraged ministers to critically examine the progress of their respective sectors against established targets. He challenged each member of the Cabinet to reflect on whether the policies and initiatives they oversaw were achieving the desired results and contributing meaningfully to the National Development Strategy (NDS1).

“The purpose of government is not only to implement policy but to ensure that our interventions positively impact the lives of our citizens. I call upon all ministers to scrutinize their performance honestly and ensure that our goals translate into tangible benefits for the people,” President Mnangagwa remarked.

The Head of State used the forum to provide a comprehensive review of the National Development Strategy (NDS1), highlighting the achievements and reforms undertaken since the inception of the Second Republic. Despite global economic shocks and regional challenges, he noted that Zimbabwe’s policy framework had remained resilient and adaptive. According to President Mnangagwa, the reforms implemented across various sectors have positioned the country on a path toward sustained development and industrial growth.

“Our citizens have demonstrated remarkable resilience and commitment. Through unity and hard work, Zimbabwe is entering a new era characterized by hope, development, modernisation, industrialisation, and improved service delivery,” he said. The President underscored that the success of NDS1 and related initiatives reflected not just government efforts but also the active participation of Zimbabweans in advancing national goals.

President Mnangagwa also addressed the state of the economy, describing it as having shown significant resilience during the period under review. He attributed this stability to strong policy coordination, disciplined fiscal management, and prudent economic governance. The President highlighted that these factors have enabled the country to withstand external pressures, including global financial volatility and trade disruptions, while continuing to attract investment and promote industrial growth.

“The economic performance we are witnessing is a testament to the effectiveness of our policies and the dedication of our people. Zimbabwe has demonstrated that with strategic planning, fiscal discipline, and collective effort, it is possible to build a resilient and sustainable economy,” President Mnangagwa said. He urged government ministries to continue aligning their strategies with national development priorities, ensuring that all interventions are consistent with long-term goals of growth and social upliftment.

In addition to economic performance, the President commended the Cabinet for the progress made in service delivery and institutional reform. He highlighted achievements in sectors such as healthcare, education, infrastructure, and digital transformation, noting that these improvements directly enhance the quality of life for citizens. By strengthening institutions and streamlining administrative processes, the government aims to create an environment conducive to investment, entrepreneurship, and innovation.

President Mnangagwa emphasized that accountability, monitoring, and evaluation are central to the Second Republic’s governance approach. He encouraged ministries to adopt data-driven decision-making and continuous performance reviews to ensure that resources are efficiently utilized and that policy objectives are effectively met. “We must be vigilant and proactive. Every sector must not only plan and implement but also evaluate and adjust to ensure meaningful impact,” he said.

Looking ahead, the President outlined a vision for the upcoming year, urging ministers to consolidate gains, address outstanding challenges, and sustain momentum in policy implementation. He stressed that the Cabinet’s role is pivotal in transforming strategic plans into real-life outcomes that reflect the aspirations of Zimbabweans.

The President concluded by reaffirming his commitment to inclusive governance, national unity, and sustainable development. “The journey toward modernisation and industrialisation requires collaboration at all levels. I am confident that through continued dedication, we will build a Zimbabwe that is prosperous, resilient, and positioned as a leader in the region,” he stated.

As the 2025 Cabinet session closed, it was evident that President Mnangagwa seeks to foster a culture of accountability, strategic planning, and results-oriented governance. By emphasizing both the achievements and areas for improvement, the administration aims to ensure that Zimbabwe remains on a path of economic stability, social progress, and national development.
